Online-participation: Implementation of the BITV 2.0 regulation against the background of the professional participation of people with learning difficulties
Aim:
The “Online-Dabei” project aims to contribute to the barrier-free design of Internet offerings. Against this background, user-oriented standards should be developed. The question of the project is, on the one hand, whether the BITV 2.0 standards are designed to be sufficiently user-oriented and how they should be further developed. On the other hand, in accordance with the location of the project at the Chair of Work and Vocational Rehabilitation at the University of Cologne, the question of what information needs people with learning difficulties have during the transition from school to work will be investigated.
Implementation:
The first part of the project consists of a preliminary study in the form of a user-oriented evaluation. The aim of this study was to obtain initial indications for the further development of the standards and information needs. Websites in simple language were tested and evaluated by the target group (people with learning difficulties). In the further course, the requirements for the design of Internet offerings as well as the information needs will be determined using expert surveys and viewed from different perspectives. The focus here is on the greatest possible participation of the target group. This is achieved by having people with learning difficulties also act as experts in the surveys. In a subsequent workshop, the standards collected will be further focused and discussed. The results of the workshop and the previous study will be condensed into an action guide. This serves to concretize and disseminate the common standards and information needs.

Results:
As part of the project, a guideline was created that is intended to provide assistance in designing barrier-free Internet offerings. The contents of the guide are based on highlighted barriers and solutions that were developed together with people with learning difficulties during the “Online-Bebei” project.
The structure is based on the regulation for the creation of barrier-free information technology according to the Equal Opportunity for Persons with Disabilities Act (BITV 2.0) and is categorized according to the selected BITV 2.0 criteria of perceptibility, usability and comprehensibility. In addition, barriers and possible solutions to finding specific information about career orientation on the Internet are presented. These represent crucial content for the professional participation of young people with learning difficulties.
